Holly DeNeve is an Indiana-based attorney whose legal path has centered on child welfare law. With over ten years of experience at the Indiana Department of Child Services, she handled a wide range of significant and sensitive cases that affected the lives of children and families. Her work was marked by quiet consistency, careful preparation, and a focus on outcomes that served children's best interests even when the impact was felt more than seen.
Early Foundations and Academic Discipline
Her journey began in northern Indiana, where she completed her education at New Prairie High School in 2004. She then attended Manchester College, majoring in political science with a minor in environmental studies. Graduating magna cum laude in 2008, she demonstrated a strong academic foundation and a clear sense of direction.
Holly pursued her legal education at Valparaiso University School of Law, earning her Juris Doctor in 2011. That same year, she passed the Indiana Bar Exam and was admitted to practice law in October. From the beginning, her focus was on public service and helping those most in need, rather than pursuing private-sector work.
Entering Child Welfare Law
Shortly after law school, Holly joined the Indiana Department of Child Services. Starting as a temporary legal assistant, she soon secured a full-time attorney position in St. Joseph County. Her work placed her in courtrooms where outcomes carried long-term consequences for families.
Her responsibilities included handling cases involving children in need of services, termination of parental rights, adoptions, and guardianships. She also worked on related family law matters. Over the years, she became known for her detailed case preparation and calm presence in court.
Holly drafted motions, responded to pleadings, prepared discovery, conducted witness interviews and depositions, and handled courtroom examinations. She collaborated closely with caseworkers, prosecutors, and judges while staying informed on legal updates relevant to her practice.
A Trusted Advocate Within the Department
Her commitment and performance made her a respected figure within the department. Over the course of her tenure, she was asked to present at three continuing legal education seminars, where she shared her knowledge with other professionals in the field.
In 2016, she briefly left the department to explore another opportunity but returned within a few months. Her decision to come back and remain through September 2025 reflected her belief in the work and its importance.
Legal Work That Resists Easy Narratives
Child welfare law is often challenging, with cases that conclude without public notice or recognition. She understood early that meaningful results don’t always come with applause. Progress in this field can be subtle, ensuring a child is represented, making thoughtful legal arguments, or creating space for a better outcome.
Her work required balancing legal standards with compassion and restraint. She treated each case not just as a file but as a child’s future, using sound judgment and preparation rather than dramatics or attention.
Commitment Beyond the Courtroom
Her dedication to public service began before entering the legal profession. During her third year of law school, she worked alongside other students to help survivors of domestic violence obtain protection orders. That experience confirmed her belief that legal access can make a difference.
Outside of work, Holly and her husband have been active in their local community. They have contributed to the St. Joseph County CASA program by purchasing Christmas gifts for foster children, donating clothing to the New Carlisle Clothing Co-Op, supporting local food pantries, and contributing to their child's school.
Looking Ahead With Intention
Following more than a decade in government service, Holly is preparing to open a solo practice focused on domestic relations mediation, guardian ad litem appointments, and child protection law. She plans to carry forward the same care, preparation, and steady approach that have shaped her career.
